8th Pan-African Forum On Education Policies
Samuel Dembélé urges African states to act together for more funding in education
The 8th Pan-African Forum on Education Policies was held in Lomé from 27 to 28 November. During the opening ceremony, the President of ANCEFA, Samuel Dembele thanked the Togolese authorities and all the actors who mobilised to obtain more funding in the education sector in Africa and for the achievement of SDGs 4/5 and CESA16-25, ie, inclusive and quality public education systems. In a global context marked by the crisis of education that materialises in Africa by a higher number of out-of-school children, a very low rate of adult literacy, and a stagnant rate of Youth Literacy, Mr. Dembele reiterated the need to find significant funding both domestically and from donor countries to put an end to the global education crisis.
The President of Ancefa urged African states to reflect together on the difficulties or failures encountered and to share their different experiences in order to learn from them and better arm themselves for the future. “We are at the crossroads. We must act so that beyond the commitments made and the political declarations, we can actively work together for increased and innovative national funding for quality public education to leave no one behind” he declared.
He also questioned how best to ensure that our public education systems are more inclusive and equitable and that the resources allocated to the sector target those who need it most. “How can we ensure that the budgets defined by our states mobilize sufficient resources for social sectors, including education? How to fulfill the commitment of civil society taken in Dakar in February 2018 and renewed at the GCE World Assembly held from 16 to 18 November in Kathmandu, Nepal; to monitor all commitments made, including financial ones to allocate 6% of GDP or 20% of the national budget to education?”
