
The Global Partnership for Education (GPE) has become a major player in education aid; it has some significant strengths but also major weaknesses. This briefing, published by 5 global or regional networks and 9 INGOs across the GCE membership, aims to provide recommendations to remedy those weaknesses. The focus is on three major needs: a strong GPE independent from the World Bank, institutionalised civil society participation and more flexible approaches to meet the needs of those marginalised from education, particularly in conflict-affected and fragile states (CAFS).
